Amid a new era of prosperity in the Practiverse, the Practical Forecasters prepare for the Vorld Expo, a groundbreaking technology convention organized by the Duprin Labs and a cryptic corporation known as RayTech. The Expo draws many eccentric attendees, including two bright young college students who remember only their names: Flipper and Evil Dr. Thorax.

When intertwined catastrophes rock the Vorld Expo and RayTech headquarters in the city of Grandiose, it becomes clear that dark forces are pulling the strings. Featuring eleven-gallon cowboy hats, unusually cheesy mercenaries, Global Positioning Systems, out-of-control monorails, absurdly elongated space limos, strangely stagnant bridges, and everything in between, the stage is set for the final question of the Practiverse saga: who will survive the rise of Flippertown, and who will be doomed to eternal stagnation?
